Toss out horses who have won their last race as they will be overbet.
Consider only horses that have finished 2nd or lower in their last race.
Examine the horses's beaten lengths in its last race. It must be lower than the horse's finish position.
Subtract the beaten lengths from the finish position and play the horse with the smallest difference.
